About Marc
Marc Leblanc is one of Quebec's most respected tax practitioners, having spent three decades as a tax partner at a national firm before transitioning to independent consulting and writing. Over his career Marc advised some of Canada's largest corporations on corporate reorganizations, resource taxation, and federal-provincial tax coordination. He was a driving force on the CPA Canada Tax Committee for twelve years, including a four-year term as chair, and served on the Department of Finance Technical Advisory Committee during two separate federal budget cycles. Marc has a deep command of Quebec's distinct tax system, including the revenu Québec administration, the Quebec Sales Tax, the Quebec Research and Development Tax Credit (RQAP), and Quebec-specific estate and succession rules. He has testified before the House of Commons Standing Committee on Finance and authored technical submissions on behalf of the profession during consultations on the Dividend Refund Rules and TOSI legislation. In retirement, Marc brings his expertise to a wider audience by translating complex budget measures and CRA policy changes into plain language. He writes a monthly column on federal tax policy for Tax Simplified and contributes long-form analysis of every federal and Quebec provincial budget. Marc holds a Bachelor of Commerce from McGill University and a law degree from Université de Montréal.
